<p>ခ်င္းလူမို်းမ်ားသည္ ခရစ္သကၠရာဇ္ ၂ဝဝဝ ခုနွစ္ မွစတင္ကာ ဥေရာပတိုက္သို့ နည္းမို်းစံုျဖင့္ အစုလိုက္ ဝင္ေရာက္ ေနထိုင္ အေျခ စိုက္လာခဲ့ျကပါသည္။ ခ်င္းလူမွု့ေရးအသင္း(ဂ်ာမဏီ) သည္ ၂ဝဝ၁ ခုနွစ္၊ ေဖေဖာ္ဝါရီလ(၂ဝ) ရက္ေန့ (ခ်င္းအမို်းသားေန့) တြင္ ဂ်ာမဏီ နိူင္ငံေရာက္ခ်င္းလူမို်းမ်ားမွ စတင္တည္ေထာင္ခဲ့ျကပါသည္။ ခ်င္းလူမွု့ေရးအသင္း(ဂ်ာမဏီ) အေနနွင့္ မိမိေနထိုင္သည့္ နိူင္ငံနွင့္ အိမ္နီးခ်င္းဥေရာပနိူင္ငံမ်ားသို့ မိမိလူမို်းမ်ား တစ္နွစ္ျပီးတစ္နွစ္ တိုးပြား လာျခင္း အေပၚ အားရဝမ္းသာ ပီတိျဖစ္မိပါ သည္။ တစ္ခိ်န္တည္းမွာလည္း မိိမိလူမို်းမ်ားနွင့္ ခင္ျမင္ရင္းနီွး ခ်င္စိတ္မ်ားေပၚ လာပါသည္။ ထို့အျပင္တိုးတတ္ျပီး လူေနမွု့အဆင့္ အတန္းျမင့္မားကာ လႊတ္လပ္စြါနွင့္ လူအခြင့္အေရးအျပည့္အဝခံစားနိူင္သည့္ ဥေရာပနိူင္ငံမ်ားတြင္ မိမိလူမို်းမ်ား ထင္ရာဆိုင္းကာ မိမိအမို်း၊ မိမိရိုးရာယာဥ္ေက်းမွု့အစဥ္အလာမ်ားကိုေမ့ေပ်ာက္ျပီး သူတစ္ပါး၏ ရိုးရာယာဥ္ေက်းမွု့အစဥ္အလာမ်ားကို ခံယူလွ်က္ အမို်းေပ်ာက္မွာကိုလည္းအလြန္မတန္စီုးရိမ္ပူပန္မိပါသည္။ ထို့ေျကာင့္ ဥေရာပတိုက္ေရာက္ ခ်င္းလူမို်းမ်ား (မို်းနြယ္စုနွင့္လူမို်းစု သာမပုာတ္ ပဲ) အားလံုးပါဝင္ တတ္ေရာက္နိူင္မည့္ ပဲြ သို့မပုာတ္ အစည္းေဝး က်င္းပရန္ အလြန္မတန္ ဆနၵျပင္းျပလွ်က္ရိွပါသည္။</p>
<p>လူမို်းတစ္မို်း၏ အနာဂတ္သည္ လည္းေကာင္းလူမို်း၏ မို်းဆက္သစ္လူငယ္မ်ားအေပၚ မ်ားစြာ မႈတည္လွ်က္ရိွသည္ ျဖစ္ရာ၊ ဥေရာပေရာက္ခ်င္းလူမို်းမ်ား အနာဂတ္အတြက္ ယခုလက္ရိွလူငယ္မ်ားကို အမို်းဂုဏ္၊ဇာတိဂုဏ္ ျမင့္မား လာေအာင္ နွင့္ မိမိအ မို်းကိုခ်စ္ျမတ္နိူးတတ္လာေအာင္ သြန္သင္ ေပးရမည္ပုာယူဆမိျကေသာေျကာင့္ လူငယ္မ်ားကို အဓိက ထားကာ အားလံုးပါဝင္ နိူင္မည့္ အားကစားပဲြေတာ္ ကိုက်င္းပနိူင္ရန္ စတင္ လွုပ္ရွားလာခဲဲ့ျကပါသည္။ သို့ျဖစ္ပါ၍ ဥေရာပခ်င္းေဘာ္လံုးျပိုင္ပဲြကို ေအာက္ပါ ရည္ရြယ္ခ်က္မ်ားျဖင့္ က်င္းပရန္ ဆံုးျဖတ္ခ်က္ခ် ကာ ပထမအျကိမ္အေနနွင့္ မိမိတို့ခ်င္းလူမွု့ေရးအသင္း(ဂ်ာမဏီ) မွ ကမကထ ျပုလုပ္က်င္းပနိူင္ရန္ေကာ္မတီဖဲြ့ခဲ့ပါသည္။ ထို့ေနာက္ ဥေရာပ ေရာက္ခ်င္းလူမို်းမ်ားမွဖဲြ့စည္းသည့္ အသင္း အဖဲြ့ေခါင္းေဆာင္မ်ား ထံ မိမိတို့၏ အျကံကို အေျကာင္းျကားခဲ့ပါသည္။ ေနာက္ေနာင္နွစ္မ်ားတြင္ ဥေရာပေရာက္ခ်င္းလူမို်းမ်ား ပါဝင္သည့္ က်င္းပေရးေကာ္မတီကိုဖဲြ့စည္းရန္ လည္းရည္ရြယ္ခဲ့ျကပါသည္။ မိမိတို့၏ရည္ရြယ္ခ်က္မ်ားမွာ</p>
<p>၁။ ဥေရာပေရာက္ခ်င္းလူမို်းမ်ား အခ်င္းခ်င္း ခင္ျမင္ရင္းနီွးလာေစရန္။<br />
၂။ မိမိလူမို်းမ်ား၏ ရိုးရာယာဥ္ေက်းမွု့ ကို ထိန္းသိမ္း၊ ေလးစားတတ္ရန္ နွင့္ တစ္ျခားလူမို်းမ်ား၏ ရိုးရာယာဥ္ေက်းမွု့ မ်ားကို     ေလးစားတတ္ရန္။<br />
၃။ မိမိလူမို်းမ်ား ဖက္စံုတိုးတတ္ေရးကို အားေပးကာ လက္ေတြ့လုပ္ေဆာင္ရန္။<br />
၄။ အသင္းအဖဲြ့အလိုက္ စနစ္တက် စည္းကမ္းလိုက္နာတတ္ရန္နွင့္ စုေပါင္းလုပ္ေဆာင္ျခင္းကိုအေကာင္အတည္ေဖာ္လုပ္ေဆာင္     တတ္ရန္။<br />
၅။ ေဘာ္လံုးျပိုင္ပဲြ မွ အားကစားပဲြေတာ္ သို့၊ ထိုမွတဆင့္ စာေပ၊ ယာဥ္ေက်းမွု့၊ အဆိုအက နွင့္ လွယာဥ္ေျကးမယ္ ျပိုင္ပဲြ အထိ     တစ္ျဖည္းျဖည္း တစ္နွစ္ျပီးတစ္နွစ္  ဆင့္ပြားက်င္းပရန္ နွင့္ ဥေရာပေရာက္ခ်င္းလူမို်းမ်ားမွ ဤပဲြေတာ္ကို ဆက္လက္     ထိန္းသိမ္း ကာ မို်းဆက္သစ္ လူငယ္မ်ားထံ လက္ဆင့္ကမ္းလဲႊအပ္ေပးရန္။ တို့ျဖစ္ျကပါသည္။</p>

<p>Bitte um Hilfe für Brandopfer in Chin State, Myanmar !!!</p>
<p>Ab März fängt die Sommerzeit in Myanmar an. Die Sommerhitze verursacht auch die schlimme Brandkatastrophe in verschiedenen Orten in Chin State.</p>
<p>Anfang März wurden in M´thaw Dorf im Kreis Mindat, südlich von Chin State 10 Häuser durch Feldbrand zerstört. Ca.50 Menschen verloren ihr zuhause. Am 11.03.2010 wurden in Lungkhing Dorf im Kreis Hakha, nördlich von Chin State 40 Häuser durch Waldbrand zerstört. Ca. 250 Menschen verloren ihr zuhause, damit auch all Ihr Hab und Gut. Am 24.03.2010 gab wieder ein Brand in Dorf Pinlung im Kreis Kalaymyot durch unbeaufsichtigtes Feuer. 8 Häuser wurden zerstört und 44 Menschen haben Ihr zuhause verloren.</p>
<p>Die Brände sind inzwischen gelöscht; was bleibt, ist die verbrannte Erde und die Not und die Verzweiflung besonders bei den armen Menschen. Auf die Hilfe von Staat ist kein Verlass, deshalb sind viele Menschen auf die Hilfe von uns (bzw. aus Ausland) angewiesen.</p>
<p>Als ein Chin Verein bzw.  Chin Community sehen wir dies als unsere Aufgabe und die notleidende Menschen zu helfen und möchten unsere Aufgabe wahrnehmen in dem wir die Menschen dort helfen.</p>

<p>On this auspicious 61st. anniversary oft he CHIN NATIONAL DAY, the CHIN FORUM urges all its compatriots to contemplate on our past history as follows:-</p>
<p>Even though the Burman Kingdom was totally colonized by the British in 1885, Chinland – being a self-governing territory and never been subjugated by any outside power in its history &#8211; remained an independent country. The British launched the Chin-Lushai Expedition starting from 1890 to invade Chinland and only after years of heroic sacrifices by our forefathers our beloved land was fully occupied and became part of the British empire under the Chin Hills Regulation Acts of 1896, which was based on the peace agreement made between the British invading forces and the Chin native rulers. Thus, the year marked the occupation of Chinland by a foreign force for the first time ever in our entire history;</p>
<p>The Chin and all the other nationalities, including the Burmans fought for Independence and on 12th. February 1947 a political treaty, historically known as the Panglong Agreement, was signed between Bogyoke Aung San, the Burman representative, and all the other representatives of the nationalities, including the Chin rulers. Through the said treaty a new independent country known as the Union of Burma emerged in this part of the world on 4th. January 1948;</p>
<p><span id="more-140"></span></p>
<p>From 4th. to 6th. March 1947 a Chin-Burman friendship conference was held at Htee Lin and both sides lead by Dee-doke U Ba Cho representing the Burmans and Pu Vumthu Mawng representing the Chins, signed a Chin-Burman friendship treaty. Together they set up the Chin-Burman Friendship monument on equal terms;</p>
<p>The Union of Burma was thus – as enshrined in historical landmarks- established together on equal footings with the Burmans;</p>
<p>From 18th. to 20th. February 1948 a mass conference of 5000 representatives from all over Chinland was convened for the first time in our history at Falam, the birth place of Chin democracy. On the 20th. February 1948 a democratic voting took place to determine the future of Chinland. The vast majority voted for democracy to replace the ancient autocratic system. Thus, emerged the Chin National Day that commemorate the auspicious transition of the ancient Chin society into a modern democratic society. ·</p>
<p>After fourteen years of bitter political experience under a pseudo-Union, the ethnic nationalities demanded to ammend the country’s Constitution into a federal form as enshrined in the Panglong Agreement, which they themselves had signed. On 2nd March 1962, while the federal seminar was in progress under the then Prime Minister U Nu, General Ne Win of Burma Army staged a coup to prevent the ethnic nationalities from achieving their stated goals of equality, national self-determination and peaceful coexistense under a genuine federal union.</p>
<p>Ever since then all trace of democratic insitutions have been uprooted by the successive military dictatorship and all peoples – that included the Burmans and not only the ethnic nationalities &#8211; of the so called Union of Burma lost their democratic rights and the country plunged deeper and deeper into social political and economic devastation.</p>
<p>Mindful of the above historical facts, the CHIN FORUM would draw the attention of all its compatriots of the Union of Burma on this auspicious 61st. anniversary of the CHIN NATIONAL DAY to seriously consider:-</p>
<ul>
<li>Why the democratic forces that emerged out of the historic Four Eights Revolution in 1988 has not yet achieved their stated goals of democracy, federalism and national-reconciliation despite blood, sweat and lives laid down by the people and the unprecedented international supports received for the past two decades.</li>
</ul>
<ul>
<li>Why the Chin people in particular and the ethnic nationalities in general has not yet achieved their stated goals of democracy and national self-determination despite more than six decades of struggle and sacrifices;</li>
</ul>
<ul>
<li>Why victory is not in sight despite more than half a century of tremendous sacrifices made by many an unsung heroes of democracy in the streets, prisons and jungles across the country.</li>
</ul>
<p>The answer to these serious questions may be manifold. Comfortable answers, among others, may be as simple as blaming the leaders of the democratic struggle and also to point out the uncompromising brutalities of the successive military regime. Even if these facts may be attributed as the underlying causes of the long suffering of the people, we firmly believe that there must still be other serious weaknesses deeply rooted in our inner physche.</p>
<p>Careful and honest self anaylsis of the democratic forces reveals vividly that the democratic struggle lacks:-<br />
a) Unity,<br />
b) Political strategy and<br />
c) Ideology, the “democratic” forces do not fully understand, embrace or practice democracy.</p>
<p>Ironically these deeply rooted weaknesses are inherited as a legacy of the long enduring revolution and the long suppression of freedom of thinking under the dictators.</p>
<p>It the democratic forces are seriously determined to bring about victory, let us all join hands together in unity. Unity that cut across all ethnic, religious and regional divides is the best and most powerful weapon that will bring us victory. Let us, from now on dramatically depart from our past wrongful path and seriously equip ourselves, the democratic forces and the general masses with democratic principles as our guiding ideology and work out a new and effective political strategy to face the new challenges awaiting the new generations. Only then will we be able to guarantee a victorious accomplishment of the task of the noble democracy revolution.</p>

			<content:encoded><![CDATA[<p><strong>Joint Statement of Chin Communities and Organizations Across the Globe</strong></p>
<p>*Issued on the 60th. Anniversary of Chin National Day*</p>
<p>*20th. February 2008*</p>
<p>Today, the 20th. of February 2008, marks the 60th. Anniversary of the auspicious Chin National Day. We, the Chin communities and organizations worldwide, jointly issue this statement.</p>
<p>Chin National Day is a felicitous occasion on which we commemorate consistently an important milestone in our history and reaffirm its undisputable facts; its an occasion on which we reflect our collective<br />
concept  and strengthen our common destination of the present and future Chin generations.</p>
<p>Since time immemorial the Chin have been an independent people having their own territory, self-government, distinct  literature, language and culture. The British imperialists occupied the lower Burma part by part and<br />
eventually abolished the Burmese Kingdom Yadanabon in 1885. The Bristish intrusion into Chin territory  began in 1890 and the whole Chin Hills fell under the British in 1895. Thus, the British occupied the territories of the<br />
Burmans and those of the other nationalities in different stages and ruled them under the British colonial administration.<br />
<span id="more-51"></span><br />
Kachin, Karen, Chin, Burman, Mon, Rakhine, Shan all struggled to restore freedom from the British domination. Under the leadership of the Burman leader Aung San all strived to gain Independence and agreed to establish a<br />
Union during the Conference held in Panglong. The Panglong Agreement was signed on 12. February 1947; Independence was achieved on 4. January 1948 and the Union of Burma emerged.</p>
<p>The Chin people and Chinland became one of the Founding Member States of the new Union of Burma, which was ruled under parliament democracy administrative system. The conference of 5000 representatives held in Falam,<br />
the then capital of Chinland from 18 to 20 February 1948 chose to adandon the ancient aristocratic system in favour of parliament democracy system. In this way 20. February is known as the Chin National Day. It is to be<br />
recorded that the said Conference was the first ever mass referendum held in the Union after it gained Independence.</p>
<p>However, the Chin people and Chin State which joined the Union has not yet enjoyed the promises of Panglong Agreement. These promises included equality, federalism. In fact the Chin, after 60 years of Independence, have<br />
lost all Human Rights under the military dictatorship, which is employing systematic ethnic cleansing. And as a result, the Chin people are now leaving their own homeland and forced to become refugees in foreign lands<br />
across the globe while those left behind are suffering all types of human miseries.</p>
<p>The problems associated with the Union of Burma and Chinland are shared with each other and with the other ethnic nationalities.  Moreover, Burma&#8217;s problems have become an international issue addressed at the United Nations Security Council. It is now impossible to solve the problems facing the Chin people overnight. We hope that the UNSC realize the importance and urgency of our plight.</p>
<p>Until the peaceful repartriation of the Chin in diaspora and until a Federal Union of Burma is established, the Chin people need the protection of the International Community and the United Nations.</p>
<p>We reaffirm and declare on this auspicious 60th Anniversary of the Chin National Day, that the Chin people, some day soon will and must reclaim our own territory, practice our culture, including our languages and continue to<br />
add to the wealth of our ancestors&#8217; body of knowledge, literature and history!.</p>

<p><strong>Introduction</strong></p>
<p>With the generous financial support of the Euro-Burma Office, the Chin Community</p>
<p>Germany (CCG), in close co-orporation with the Chin Forum, managed to jointly organize Chinland Constitution Consultative Meetings on 15-16 July at Frankfurt am Main.</p>
<p>In addition to the Executive Committee of the CCG and its members there were eight members of the Chin Forum Managing Board from Germany, Thailand, United States, Sweden and India in attendance. Five persons from Germany, India, Canada and Japan participated as special invitees.</p>
<p>The event was mainly organized by the CCG as the local host while the Ottawa-based Chin Forum was mainly responsible in conducting the Meetings. All members of the CCG and selected members of the Burmese and other communities were invited to the meetings. Altogether there were around 100 attendees during the two days public consultative meetings.</p>
<p>The main discussions were aimed to gather comments and suggestions from Chin communities and other participants towards the development of the fifth draft of the Chinland Constitution. Apart from that the Chin Forum, along with other leading Chin activists, had the opportunity to address the exile Chin communities in Germany about Burma&#8217;s current political trend in general and in particular the Chin federal movement which is more visibly carried out in the form of drafting and public disussions of the Chinland Constitution. Moreover the detail episode of the emergence of the Ethnic Nationalities Council and the recent formation of the Chin National Council along with other Councils from different ethnic homelands was addressed by the Chin Forum for the general information of the public.</p>
<p>One of the most popular topics raised during the meetings concerns provisions regarding Chin citizenship in the draft Chinland Constitution. Concerns were raised regarding ways to protect the distinct Chin ethnic identity in the context of a multi-ethnic setting in a federal constitutional framework. All discussions and feedback were carefully recorded for reference and consideration in the development of future draft. Another interesting aspect of the meeting in Germany was that a &#8220;<strong>German Constitution Study Group</strong>,&#8221; of the CCG, gave a 30-minute presentation on important aspects of German federalism: federal-lander/state relations, division of powers in the federal institutions etc, issues that have close relavance to the Chinland Constitution.</p>
<p> Other events</p>
<p>Taking opportunity out of the on going formal Meetings, informal gatherings with the Chin community members were conducted in the evenings at private homes to exchange information on situations of refugees and political asylum seekers in Germany, Malaysia, US, Canada and Japan. Interest and wider awarness of the difficulties facing Chin refugees in different parts of the world was raised among the participants. Topics ranging from questions about specific provisions to general questions about the movement for democracy and federalism in Burma were also discussed during the informal gatherings outside the Consultative Meetings.</p>
<p> Conclusion</p>
<p>The Chinland Constitution Consultative Meetings at Frankfurt am Main , Germany was a great success. Most significantly, the Meetings promoted greater awareness about important political and constitutional issues, as well as update the public about its</p>
<p>undertakings and ongoing activities. Many participants also appreciated and were very satisfied to have the chance to hear in detail about the emergence of the ENC and CNC etc.</p>
